The agricultural aggregation is an model for organizing farmers around private actors or professional organizations with federating and managerial capacities. It makes it possible to overcome constraints related to the fragmentation of landholdings, while ensuring that aggregated farms can benefit from modern production techniques, access financing, and reach both domestic and international markets.
The agricultural aggregation is a win–win partnership between the upstream production sector and the downstream commercial and industrial sector, based on contracts that clearly define the commitments of both parties within the framework of well-identified agricultural aggregation projects.

Legal framework

The agricultural aggregation is governed by a set of legislative and regulatory texts aimed at organizing relations between aggregators and aggregate farmers within the framework of clearly defined agricultural projects. This system seeks to secure transactions between stakeholders, particularly at the commercial level.

State support

Within the framework of the Agricultural Development Fund (ADF), agricultural aggregation projects benefit from two types of subsidies:

A FLAT-RATE INCENTIVE SUBSIDY
A FLAT-RATE INCENTIVE SUBSIDY

A flat-rate incentive subsidy to encourage agricultural aggregation, intended to support technical assistance and guidance provided by the aggregator for the benefit of the aggregated farmers, with a view to achieving the objectives set out in the relevant agricultural aggregation project. This subsidy is granted according to the size of the aggregated farms.

A PREFERENTIAL-RATE SUBSIDY
A PREFERENTIAL-RATE SUBSIDY

A preferential-rate subsidy, compared to the universal support scheme, for investments made in localized irrigation systems or supplementary irrigation equipment (an additional 20% subsidy), and/or for the acquisition of agricultural machinery (an additional 10% subsidy), and/or livestock equipment (an additional 10% subsidy).

The amounts, rates, ceilings, and procedures for granting subsidies to agricultural aggregation projects are determined by joint order No. 2411-19.
Prior to its implementation, any agricultural aggregation project must be approved by the Department of Agriculture, in the forms and according to the procedures set out in joint order No. 2410-19. Approval of the agricultural aggregation project results in the issuance of a certificate to that effect.

Support for aggregation projects

At the institutional level, the Agency for Agricultural Development, in coordination with the central and regional directorates of the Department of Agriculture, ensures support for the establishment and monitoring of aggregation projects, in order to enable aggregators and aggregated producers to benefit from the advantages associated with this mode of organization.
TAJMI3AGRI
The digital platform for Agricultural Aggregation, “TAJMI3AGRI,” brings together all components related to the digitalization of the processes for implementing agricultural aggregation projects across the different regions of Morocco, including project setup, management, and monitoring.

Productive alliances

In parallel with agricultural aggregation, the Agency for Agricultural Development promotes other organizational models that can contribute to achieving the set objectives, particularly with regard to grouping small producers to improve their access to markets. In this context, and with the support of the World Bank, the Agency for Agricultural Development, in coordination with the Directorate for the Development of Production Chains and the relevant Regional Directorates of Agriculture, launched two pilot projects of Productive Alliances.
The “productive alliance” approach encourages the creation of a partnership between a group of producers and a buyer, supported by the State. Once organized, producer groups conclude a commercial agreement with the buyer, based on the business plans developed within the framework of the project. The State plays the role of a partner in the implementation of the project, with the active contribution of the beneficiary groups.
