The Youth Entrepreneurship Program, implemented as part of the Generation Green 2020–2030 strategy, is an ambitious initiative designed to encourage and support young people in creating innovative, sustainable agricultural and agri-food projects that generate employment. Through this program, young people receive local guidance, technical assistance, and easier access to opportunities and financing mechanisms, enabling them to turn their ideas into viable and sustainable projects.

What does this program involve?

Do you have a project idea or wish to start a business in the agricultural, agri-food, or agriculture-related services sector? This program guides you throughout your entrepreneurial journey, from the initial idea to the development and long-term sustainability of your activity. This guidance is provided through an integrated system combining local assistance at the regional level, through the Regional Center for Young Agricultural and Agri-Food Entrepreneurs (CRJEA), and digital support through the national “CHABABAGRI” platform. Through this system, you receive personalized assistance to identify and structure your project idea, explore the most promising investment opportunities, develop your project, mobilize the resources needed for its implementation, and then strengthen its competitiveness and ensure its sustainable development.

Regional Centers for Young Agricultural and Agri-Food Entrepreneurs

To ensure the optimal implementation of this program, the Department of Agriculture has established Regional Centers for Young Agricultural and Agri-Food Entrepreneurs (CRJEA), equipped with human and logistical resources to provide tailored assistance to young people throughout the project cycle, from the idea stage to the effective implementation of the project.

CHABABAGRI: Your digital platform for the youth entrepreneurship

 

The “CHABABAGRI” digital platform for youth entrepreneurship is one of the entrepreneurial support tools. It provides young people with the technical, administrative, and financial tools and information needed to structure their projects. It also offers a dedicated space that enables them to track the processing of their applications, as well as the digitalization of the program’s entire monitoring and evaluation process, allowing the relevant authorities to ensure regular follow-up and access indicator dashboards and reports.

 

Who can benefit from the program?

  • The program is intended for Moroccan individuals aged 18 to 40 who have an idea or a project in the fields of agriculture, the processing and promotion of agricultural products, or agricultural, agriculture-related, and digital services;
  • The program is also open to legal entities, including cooperatives, unions of cooperatives, Economic Interest Groups (EIGs), and companies incorporated under Moroccan law. To be eligible, members and shareholders of these legal entities must be young people who meet the program's eligibility criteria.

What types of projects?

The program targets two categories of youth entrepreneurship projects:

  • Agricultural holding projects: these are projects whose main activities relate to the establishment or modernization of agricultural holdings;
  • Service projects: these are projects whose main activities relate to agricultural, agriculture-related, and digital services. These projects cover four areas of activity, namely: upstream agriculture, downstream agriculture, agriculture-related activities, and digital services.

How is guidance provided?

The CRJEA guides you throughout your entrepreneurial journey.

  • Before launching your activity, it informs and guides you and helps you structure your project idea, while assisting you in setting up your project;
  • During the creation phase, it provides administrative, technical, and organizational assistance to facilitate the launch of your business;
  • After creation, you benefit from regular follow-up, coaching and capacity-building activities, as well as guidance aimed at improving the performance and competitiveness of your project. This aims to improve the likelihood of success and support the long-term sustainability of your activity.

Financing & Assistance

In addition to entrepreneurial guidance, the program facilitates your access to the financing solutions best suited to your project in order to promote its implementation and development under the best possible conditions. You may benefit from subsidies and public aid, particularly under the Agricultural Development Fund (FDA), as well as from specific incentive measures intended for young people as part of the development of collective land. These measures include:

  • Investment aid ranging from MAD 2,000 to MAD 7,000 per hectare, depending on the nature of the project;
  • Coverage of 70% of the rent for the first three to five years;
  • Additional aid to increase the investment subsidy granted.

The program also facilitates access to bank financing by directing project.
