Mobilization of funds

Since its establishment in 2009, and as the mandated agency for supervising the implementation of the Green Morocco Plan and the Génération Green 2020–2030 strategy, the Agency for Agricultural Development has played a key role in mobilizing financial resources from both national and international donors. These efforts aim to accelerate the implementation of the agricultural development initiatives, particularly for solidarity agriculture projects targeting smallholder farmers in the vulnerable areas, as well as the youth entrepreneurship program.
The recognition of these efforts has been reflected in the strong support of several technical and financial partners. Through this experience, ADA obtained its accreditation with the Adaptation Fund in 2012 as the sole national Implementing Entity, allowing its direct access to the Fund’s financial resources for the implementation of climate adaptation projects.

 

the Agency for Agricultural Development was also accredited with the Green Climate Fund (GCF) in March 2016, as the first accredited entity in Morocco and the only direct access entity to manage grants at the national level. The financial resources that were mobilized by ADA under the Green Morocco Plan amount to 3.67 billion MAD, of which 1.73 billions MAD were secured in the form of grants. These resources supported a portfolio of 17 programs and projects dedicated to solidarity agriculture, structured into three main categories:

8 solidarity agriculture programs under the Green Morocco Plan, financed by five donors: the Islamic Development Bank, the French Development Agency (AFD), the International Fund for Agricultural Development (IFAD), ENABEL (Belgian Cooperation), and the Hassan II Fund.

8 programs focused on enhancing the climate resilience for solidarity agriculture, financed by 4 climate finance funds: the Global Environment Facility (GEF), the French Global Environment Facility (FFEM), the Green Climate Fund (GCF), and the Adaptation Fund.

03

1 program dedicated to value chain development, implemented under the second phase of the Support Project to the National Irrigation Water Saving Program (PAPNEEI), financed by the African Development Bank.

The sustainable development has been a core pillar of the Green Morocco Plan, guiding the adoption of effective and cost-efficient adaptive interventions, while placing strong emphasis on the conservation of natural resources as a prerequisite for long-term agricultural sustainability.
Since its implementation in 2008, the Green Morocco Plan has incorporated several measures aimed at strengthening the resilience of the agricultural sector to the impacts of climate change, through:

In line with the Green Morocco Plan, sustainable development and climate change are among the major priorities of the Génération Green 2020–2030 strategy. This new strategy introduces innovative initiatives aimed at promoting low-carbon and sustainable agricultural development, preserving natural resources, and strengthening both climate change adaptation and mitigation efforts.

The efforts undertaken by the Agency for Agricultural Development have enabled the mobilization of a total amount of approximately MAD 713 million in grants from major climate finance Funds, namely the Global Environment Facility (GEF), the French Global Environment Facility (FFEM), the Adaptation Fund (AF), and the Green Climate Fund (GCF). These resources have supported the implementation of 8 climate change adaptation programs.

Seventy-one percent (71%) of these grants were mobilized through direct access to climate finance, and were made possible by ADA’s accreditation with the Adaptation Fund in 2012, which enabled the mobilization of a 10 million USD grant to finance the Climate Change Adaptation Project in the Oases Zones of the Drâa-Tafilalet Region (PACCZO), and by its accreditation with the Green Climate Fund in 2016, which secured the mobilization of 39.3 million USD as a grant for the implementation of Development of Argan orchards in Degraded Environment Project (DARED).

In addition to its efforts to mobilize financial resources under climate finance, the Agency for Agricultural Development actively contributes to sourcing financial resources from various national and international donors. These efforts aim to accelerate the implementation of agricultural development projects, particularly for solidarity agriculture targeting smallholder farmers in the most vulnerable areas.

The programs financed under the Green Morocco Plan to support solidarity agriculture focused on:

Under the Génération Green Strategy, ADA, in coordination with the Department of Agriculture, contributes to the mobilization of financing through 5 support programs, amounting to a total of 936.8 million EUR, namely:
