Morocco Plan Assessment

Launched in 2008 under the High Directives of His Majesty King Mohammed VI and completed in 2020, the Green Morocco Plan constituted the national strategy for the development of the agricultural sector. Its main objective was to make agriculture a driver of economic growth, job creation, and poverty reduction in rural areas. 

This strategy was structured around two pillars:

  •  Pillar I, focused on developing modern, high-value-added agriculture by encouraging private investment and organizing supply chains around high-performing models;
  •  Pillar II, dedicated to solidarity-based agriculture, aimed to support small-scale farmers, revitalize vulnerable areas, and strengthen social cohesion in rural communities.

Thanks to this clear vision, numerous projects have been implemented across the Kingdom to improve productivity, diversify crops, modernize farms, and strengthen infrastructure and support services for farmers. These efforts are now yielding concrete results and positive indicators nationwide. Here are some figures illustrating these significant impacts: 

  • Family farming has benefited from approximately 52 billion dirhams, representing 55% of total public funding;
  • Agricultural GDP has increased since 2008, reaching approximately 111 billion dirhams in 2020, with an average annual growth rate of around 4.72%;
  • Agricultural exports have seen significant growth, reaching a value of 40.3 billion dirhams in 2020 compared to 14.3 billion dirhams in 2009, which has helped to reduce the agricultural trade deficit by 8% between 2008 and 2020;
  • The number of working days increased by an additional 35 millions days in crop and livestock production, thanks to improved performance in agricultural sectors, increased yields, and the expansion of cultivated areas.

Green Generation 2020-2030

“Generation Green 2020-2030” is an ambitious agricultural strategy, designed in accordance with the High Directives of His Majesty King Mohammed VI, to succeed the Green Morocco Plan and build upon its achievements. It is structured around two foundations:

  • The human element, placed at the heart of the strategy, aims to foster the emergence of a middle class of farmers, energize rural youth, strengthen human capital, and structure farmers around high-performing organizations;
  • The sustainability of agricultural development, which relies on the modernization of value chains, quality, innovation, the preservation of natural resources, and the improvement of the sector's resilience and competitiveness.
Foundation I: Priority to the human element

In accordance with the Royal Directives, the new vision for the agricultural sector, "Generation Green 2020-2030," prioritizes the human element. It therefore aims to improve living and settlement conditions in rural areas and to promote job creation, particularly for young people. 

New generation of agricultural middle class

Enabling 400,000 households to access it and stabilizing 690,000 households, and providing social protection to more than 3 million farmers.

New generation of young agricultural entrepreneurs

02. New generation of young agricultural entrepreneurs
  • The development of a value proposition on the million hectares of communal land, generating jobs and activities, will target young people as well as rights holders.
  • Support for entrepreneurship in agricultural, para-agricultural, and processing services should lead to the creation of 170,000 jobs and the training of 150,000 young people.

Innovative next-generation agricultural organizations

03. Innovative next-generation agricultural organizations

Increase the rate of farmer organization fivefold and strengthen the role of interprofessional agricultural organizations.

New generation of support mechanisms

04. New generation of support mechanisms

Connecting at least 2 millions farmers to digital service platforms and creating 5,000 private agricultural advisors to support farmers.

Foundation II: Sustainability of agricultural development

Directly linked to human development, the second foundation of "Generation Green" aims to ensure the sustainability of agricultural development through targeted actions on production chains, distribution channels and the preservation of natural resources in the face of climate challenges.

  • Double agricultural GDP and exports.
  • Achieve a 70% production value-added rate.

02. Modernization of distribution channels

Twelve wholesale markets will be modernized, as will souks across the Kingdom, in coordination with the relevant ministerial departments.

Quality, innovation and Green Tech

03. Quality, innovation and Green Tech
  • Investments in research and development will thus be multiplied by 1.5 or even 2.
  • The approval of 120 slaughterhouses, the doubling of effective controls, and the identification of 100% of Moroccan livestock.

Resilient and eco-efficient agriculture

04. Resilient and eco-efficient agriculture
  • Double water efficiency (value added per m³ of water) through the implementation of the irrigation component of the national drinking water supply and irrigation program, and the continuation of irrigation and agricultural land development programs.
  • Continue efforts to disseminate soil conservation techniques.
