Governance body

The Agency for Agricultural Development (ADA) is administered by a Board of Directors and managed by a Director General.

Composition of the Board of Directors

The Board of Directors is made up of:

  • State representatives ;
  • Two representatives of professionals, elected from among the presidents of the Chambers of Agriculture ;
  • Two individuals appointed by the government authority responsible for agriculture, in consideration of their expertise in agricultural research and training.

The Board may invite public or private sector representatives to attend its meetings in an advisory capacity, where their participation is considered useful.

Responsibilities of the Board of Directors

The Board of Directors is vested with all powers and responsibilities necessary for the administration of the Agency. To this end, in particular :

  • It annually proposes to the competent authorities the action plans related to agricultural support ;
  • It adopts the annual budget and the Agency’s multi-year forecast statements ;
  • It approves the agency’s annual accounts and decides on the allocation of results ;
  • It establishes the staff regulations, specifying in particular the conditions recruitment, remuneration, and career development of the Agency’s personnel ;
  • It establishes the organizational chart, efining the organizational structures and their responsibilities ;
  • It approves the annual management report prepared by the Agency’s Director General.
Committees issued from the Board of Directors

The Governance and Audit Committee was established by the Board of Directors in 2014 and operates under a specific charter, which governs its functioning, in accordance with the Code of Good Governance Practices.

Composition and responsibilities of the Governance and Audit Committee

The Committee is composed of a Coordinator, the State Controller, and five members. Its missions include :

  • Ensure the application of the Moroccan Code of Good Governance Practices for Public Enterprises and Establishments ;
  • Monitor the implementation of recommendations and resolutions issued by the ADA Board of Directors and its specialized committees ;
  • Review any matter within its remit related to governance and audit ;
  • Examine all information necessary to carry out its mission and request access any documents it deems useful.
