Public–private partnership for agricultural lands

The public-private partnership operation for state-owned agricultural lands falls under Axis 1, which focuses on the consolidation of agricultural sectors within Foundation 2, “Sustainability of Agricultural Development,” of the Génération Green 2020-2030 Strategy.
It involves the long-term leasing of the state-owned agricultural lands (ranging from 17 to 40 years, depending on the nature of the project) to private investors who commit, within a contractual framework, to implementing agricultural investment projects.
This operation aims to mobilize national and foreign private capital for the benefit of the agricultural sector, safeguard jobs linked to agricultural land, create new employment opportunities in rural areas, enhance the value of land assets, generate upstream and downstream value and contribute to the development of the main agricultural production sectors.
The state-owned agricultural lands are allocated through public calls for tenders launched by the Agency for Agricultural Development (ADA) and overseen by an Interministerial Commission composed of:

  • The Agency for Agricultural Development (ADA)
  • The Directorate of Rural Affairs (Ministry of Interior)
  • The Directorate of State-owned Lands (Ministry of Economy and Finance)
  • The Moroccan Agency for Investment and Export Development (Ministry of Investment, Convergence and Evaluation of Public Policies).

Bid selection is based on a scoring system specified in the tender regulations, using criteria related to the bidder’s references, the technical, economic, and financial soundness of the project, the analysis of water resource availability, the degree of upstream–downstream integration and the scale of investment and employment generation.
The Agency for Agricultural Development, in collaboration with its institutional partners, namely the Directorate of State-owned Lands, the Directorate of Rural Affairs, the Moroccan Agency for Investment and Export Development, launches public calls for tenders for state-owned agricultural lands, for implementing agricultural investment projects. Public calls for tenders are also launched for Habous lands in collaboration with the Directorate of Islamic Endowments (Ministry of Endowments and Islamic Affairs).
