Solidarity agriculture is one of the main pillars of the national agricultural development strategy, placing people, social inclusion, and sustainability at the center of public action. It aims to support smallholder farmers and vulnerable rural populations through integrated projects designed to sustainably improve their income and livelihoods.
Based on a participatory and territorial approach, this program mobilizes all institutional and local stakeholders to ensure coherent implementation tailored to the specific needs and characteristics of each territory while promoting inclusive and sustainable rural development.

Solidarity Agriculture is a strategic instrument for supporting smallholder farmers in vulnerable areas and sustainably improving their living conditions.

Within the framework of the Green Generation 2020–2030 strategy, it aims to:

Structured and Coordinated Governance

The program is based on a clear and complementary governance framework:

  • The Agricultural Development Agency (ADA) ensures strategic leadership, coordination, and overall project monitoring;
  • The Regional and Provincial Directorates of Agriculture (DRA/DPA), the Regional Offices for Agricultural Development (ORMVA), and the Regional Directorate of Agricultural Advisory Services (DRCA) are responsible for operational implementation and providing local support in the field.

This coordination ensures effective, coherent action tailored to territorial specificities.

Tangible Results

Under Pillar II of the Green Morocco Plan, solidarity agriculture has achieved remarkable results, including:

730 000 beneficiaries
MAD 14,5 billion mobilized

A New Generation of Projects under the “Green Generation 2020–2030” Strategy

The new generation of solidarity agriculture aims to:

  • Consolidate the achievements of the Green Morocco Plan;
  • Further target smallholder farmers, youth, and women;
  • Promote economic and social inclusion;
  • Sustainably improve incomes;
  • Strengthening the resilience of rural territories;
  • Preserve natural resources.
An Integrated Approach

Projects are designed using an integrated approach built around the following components:

Territorial Approach

  • Strong involvement of local stakeholders;
  • Coordination and complementarity of interventions.

Production Systems Approach

  • Analysis of local farming systems;
  • Identification of constraints and improvement levers.

Organization of Stakeholders

  • Structuring into cooperatives, economic interest groups, and other aggregation models; 
  • Development of partnerships with the private sector. 

Project Diversification

  • Transition toward more resilient and efficient production systems;
  • Value addition of agricultural products; 
  • Integration into marketing and distribution channels; 
  • Inclusion of youth and women.
Inclusion and Sustainability
The program places particular emphasis on:
Social inclusion of rural youth and women
Sustainability of agricultural systems
Creation of income-generating activities
Preservation of natural resources
